HeadWaters Resort & Casino has recently become the new partner of the Norfolk Tides, Virginia’s Minor League Baseball affiliate of the Baltimore Orioles.
A recent announcement was made regarding an agreement between the Triple-A baseball team and the upcoming Norfolk casino.
The partnership officially brings together two important entities of the Elizabeth River waterfront in downtown Norfolk. The Tides have been residing in Harbor Park since 1993, while HeadWaters Resort & Casino will now serve as the team’s sole casino partner.
Following approval from Norfolk voters, the Pamunkey Indian Tribal Gaming Authority has made progress on the massive casino project, which will ultimately be located next to the impressive 12,000-seat stadium. The HeadWaters Resort & Casino, with a budget of $500 million, is set to become a prominent establishment in the area.
Sharing a riverfront with Norfolk Tides
The financial details of the multiyear deal were not disclosed by officials. Yet, the Tides have granted HeadWaters Resort & Casino exclusive advertising rights for casino gaming, both within the stadium and beyond.
Furthermore, the casino will be owned and operated by the Pamunkey Indiana Tribe, who will receive:
- Harbor Park’s outfield walls feature the most prominent advertisement.
- Sales of branded merchandise at retailers located within stadiums.
- Sponsorship is provided for giveaways, contests held between innings, firework displays, and other special events.
- Harbor Park offers a specially designated and uniquely branded suite for guests.
Although professional sports franchises are commonly seen as lucrative businesses, Minor League Baseball teams often face financial constraints. Their survival heavily relies on corporate sponsorship and strategic partnerships.

In Virginia, there are a total of five MiLB franchises, among them is the well-liked Double-A team, the Richmond Flying Squirrels. Nevertheless, the Tides hold the distinction of being the sole Triple-A club, representing the highest level of Minor League Baseball, within the state.
