Ground has been broken by officials for The Rose Gaming Resort, an establishment that is sure to capture the interest of individuals who enjoy visiting casinos.

The Rose, worth almost 500 million dollars, is set to be situated next to I-95 in Dumfries, Virginia.

As it gears up, the casino will also face tough competition from four upcoming Virginia casinos, vying for both gamblers’ dollars and attention.

However, The Rose does not operate as a casino in an official capacity. Nevertheless, its unique form of gambling, reminiscent of slot machines, could potentially disrupt the emerging Virginia casino market in the coming years.

The Rose Gaming Resort and historical horse racing

The Rose Gaming Resort, scheduled to open in late 2025 in Prince William County, will provide historical horse racing, also known as “HHR.” Virginia legalized this form of entertainment in 2018.

The term historical horse racing might cause confusion in this particular situation. The HHR gaming terminals do not directly involve horse racing, especially not in the modern-day sense.

HHR machines bear a resemblance to conventional slot machines, but their operation differs significantly. Instead of utilizing a random number generator, these machines depend on historical horse-race outcomes. This clever legal arrangement not only introduced HHR gaming but also played a pivotal role in reviving Virginia’s Colonial Downs racetrack.

The Rose is set to be a massive expansion of the existing Rosie’s Gaming Emporiums found across various locations in Virginia. Operated by Colonial Downs Group Inc., the HHR parlors will be replacing the current establishment in Dumfries with The Rose. Additional Rosie’s locations can be found in Hampton, New Kent, Richmond, and Vinton.

In addition to Rosie’s typical gaming floor and racebook, the Rose will offer an array of exciting features at the upcoming resort.

Officials will be able to close the highly criticized Potomac Landfill a whole decade earlier than planned by constructing The Rose Gaming Resort on its premises.

Developers will commence work on The Rose following the landfill’s closure in the upcoming months. The resort aims to utilize approximately 80 out of the total 93-acre site, effectively converting an unsightly area into a vibrant tourism destination and a recreational outdoor space.

Equally significant is the fact that it must retain tax revenue within Virginia. Positioned south of Washington, DC, The Rose has the potential to emerge as a prime destination for residents of northern Virginia, who presently journey to Maryland’s six casinos.

Furthermore, boasting a budget of $400 million, The Rose will join the ranks of other Virginia casinos currently in the developmental stage.

During a 2021 vote, Richmond voters rejected a proposed casino; however, the possibility of it being included on this year’s ballot remains. Should it gain approval, the Richmond casino would be the nearest one to The Rose in Virginia. However, in the absence of a Richmond casino, The Rose has the potential to claim the top position as the region’s premier gaming destination.

Officials anticipate that The Rose will yield $10.9 million in yearly tax revenue for Dumfries and $6.7 million for Prince William County.
